Hot or Cold? Man on Scooter dresses warmly on top but wears shorts. Surely it can't be hot and cold at the same time. I don't understand this look. It screams of stupidity of those wearing such clothing.

Hot or Cold? Man on Scooter dresses warmly on top but wears shorts. Surely it can’t be hot and cold at the same time. I don’t understand this look. It seem like a contradictory way to dress.
